What if the anticipation of carbon legislation has driven more investment away from coal than actual carbon legislation will?

The next plan

Carbon management plans don't seem to exist for very long before getting altered or replaced. Even if a lax one emerges, the risk of a stronger one will remain.

The risk becomes more credible as more impacts of climate change are felt.

a sibilant intake of breath

why not say the whole thing?

"to feed its monopolist appetites after losing its various monopolies, america has made a habit of lying about risk."

how gigantic real physical change in human and natural affairs will interact with this euphoria/panic mindset is anybody's guess.

Not A Good Scenario

Answer:  The Earth and all forms of life on it are screwed, because there's still enough investment in coal to allow its mining and burning, including mining by blowing the tops off mountains in Appalachia.
