Debunking Shellenberger & Nordhaus -- Part III

What Californians know that Shellenberger & Nordhaus don't

"The kind of technological revolution called for by energy experts typically does not occur via regulatory fiat" claim Shellenberger & Nordhaus. Actually, that is typically the only way it occurs. I defy anyone to name a country that has successfully adopted alternative fuels for vehicles without employing some kind of regulatory mandate.

This is also true in the electricity sector. Consider that in terms of electricity consumption, the average Californian generates under one third the carbon dioxide emissions of the average American while paying the same annual bill.

Did California accomplish this by technology breakthroughs that S&N mistakenly say we need? Not at all. They did it by accelerating the deployment of boring old technology -- insulation, efficient lightbulbs, refrigerators, and other appliances, light-colored roofs, and so on -- through tough building codes and intelligent utility regulations, especially ones that put efficiency on an equal footing with new generation. The result: From 1976 to 2005, electricity consumption per capita grew 60 percent in the rest of the nation, while it stayed flat in hi-tech, fast-growing California.

S&N think we must have massive $30 billion-a-year government programs and clean technologies. One of their central arguments is that "big, long-term investments in new technologies are made only by governments." This is perhaps half true, but 100 percent irrelevant. What we need is big, long-term investment in existing technologies -- and that is made primarily by the private sector stimulated by government regulations.

Why isn't government spending more important? Let me relate an eye-opening story from my time in government.

When I was at the Department of Energy in the 1990s, we partnered with GM, Ford, and Chrysler to speed the technological development of hybrid gasoline-electric cars, since increased fuel efficiency was (and remains) clearly the best hope for cutting vehicle greenhouse-gas emissions by the year 2025. This partnership was part of an informal deal between the Clinton administration and the car companies, whereby we did not pursue fuel economy standards and in return the car companies promised to develop a triple-efficiency car (80 miles per gallon) by 2004.

Ironically, in the mid-1990s, the car companies were actively lobbying to cut funding for hydrogen car development and to shift that money into near-term technologies like hybrids. Even more ironically, the main result of our government-industry partnership (which had excluded foreign automakers) was to motivate the Japanese car companies to develop and introduce their own hybrids.

During the 1990s, the government -- partnering with industry -- spent money almost on a scale that S&N said we need to. But what happened?

In one of the major blunders in automotive history, GM walked away from hybrids as soon as it could -- when the Bush administration came in -- after taxpayers had spent over $1 billion on the program. The result: Toyota and Honda walked in. GM, which had had a technological lead in electric drives, let its number one competitor, Toyota, achieve a stunning seven-year head start in what will likely be this century's primary drivetrain. GM was publicly criticizing the future of hybrid technology as late as January 2004, and announced later in that year a half-hearted effort to catch up to Toyota.

Let this history give pause to anybody who promotes a primarily technology-based solution to greenhouse-gas emissions (and gasoline consumption) in the transportation sector.

Now let me take up the question from my previous post on S&N: Why don't never-been-seen-before breakthroughs change how we use energy? Why don't breakthrough energy technologies enter the market the way breakthroughs in consumer electronics and telecommunications seem to? If we focus on the two most important sectors for global warming, transportation and electricity generation, the answer is fairly straightforward: the barriers to market entry for new technologies are enormous. The entire electric grid -- from power plant to transmission line to your house -- represents hundreds of billions of dollars in investment, much of which has long since been paid off. We have coal plants and hydropower plants that are several decades old and still running. This keeps electricity widely available, and much lower in price here than almost any other industrialized country. And it keeps competing technologies at a permanent disadvantage -- especially for utilities in states with regulations that only permit them to make profits by selling more electricity, not energy efficiency.

The entire gasoline fueling delivery infrastructure -- refineries, pipelines, gasoline stations, and the like -- also represents hundreds of billions of dollars of investment that assures widespread availability, low-price, and very tough competition for any potential alternative fuel. A comparable investment has been made in automobile manufacturing plants, a key reason why we have not seen a new American car company successfully launched for a very long time.

Perhaps the best example of a breakthrough that is changing the vehicle market is the nickel metal-hydride battery currently being used in virtually every hybrid gasoline-electric car today. The key to making hybrids work is the battery. Research on nickel metal-hydrides began in the 1970s. In the early 1980s, a U.S. company, Ovonics, introduced nickel metal-hydride batteries into the market for consumer electronics. At the Department of Energy, we were interested in hybrids in the mid-1990s because a few years earlier, Ovonics had developed a version of the battery for cars under a partnership with the government in the U.S. Advanced Battery Consortium. (Yes, government technology partnerships have value.)

Hybrids were introduced into the U.S. car market by the Japanese car companies Toyota and Honda in 1997. Sales began to soar after 2000, thanks to improved engineering, high gasoline prices, and government incentives. Even so, in 2005, eight years after they were introduced into the U.S. market, hybrids were only slightly more than 1 percent of new-car sales -- even with high oil prices and government subsidies. But here we want to know how long before a breakthrough significantly affects how we use energy or how much energy we use. So the question is: How long before hybrids reduce U.S. gasoline consumption?

Consider first that the average car now lasts for nearly 20 years, making it difficult for any breakthrough technology to have a rapid impact on the market. Second, consider that engine technology has gotten dramatically more efficient in the past two decades, but the average vehicle on the road has not gotten more efficient. Why not? The efficiency gains have been offset by increased performance (faster acceleration) and the increased weight of the average car (thanks to the growing popularity of sport utility vehicles and light trucks).

How soon will hybrids begin reducing U.S. gasoline consumption? The best answer is "maybe never." Why should hybrids increase the average efficiency of the U.S. cars and light trucks any more than the steady advances in engine efficiency of the past two decades did? The good news is that hybrid drive-trains provide enough efficiency improvement and their electric motors develop such high acceleration that automakers have used the technology to raise both horsepower and fuel economy simultaneously. But a number of hybrid models have been introduced that achieve only a very modest efficiency gain. Moreover, vehicle efficiency must rise significantly over the next two decades just to keep gasoline consumption -- and hence greenhouse-gas emissions -- constant, just to make up for the increases that would otherwise come from more and more people buying more and more cars and driving farther and farther.

If we want to reduce U.S. oil consumption and greenhouse gas emissions from cars, the most obvious strategy is the one that we already employed successfully to double the fuel economy of our cars from the mid-1970s to the mid-1980s: tougher government mileage standards. No other strategy has ever worked for this country.

And based on the experience of this and every other country, if we want alternative fuel vehicles to succeed in the marketplace, regulations will be as important if not more important than new technology.

Now, I do support an increase in government spending on clean technology -- I just don't consider it the most important thing, as S&N do, but way down the list of policies, after a cap-and-trade system, tougher CAFE standards, changing utility regulations to put efficiency (and cogeneration) on an equal footing, and so on.

As long as S&N keep insisting we need breakthrough technologies, they are playing into the hands of delayers like President Bush who only want to talk about technology. I will discuss the many technology-related strawmen S&N create in Part IV.

Not the best example

I defy anyone to name a country that has successfully adopted alternative fuels for vehicles without employing some kind of regulatory mandate.

I have repeatedly posted links to two independent studies that show biofuels are producing more GHG than fossil fuels for independent reasons. Unless you are thinking of some alternative fuel other than biofuels, your argument is moot.

I have used government mandates of biofuels numerous times as an example of what is wrong with government mandates. You lead off this article with the very example that hurts your argument the most. Governments have picked for us as a winner a fuel that is worse in terms of green house gasses than what it displaces. Forget all of the arguments about food displacement and biodiversity loss, these fuels have turned out to be overall worse for global warming.

One of the wasters of energy are homes.

Homes have doubled in size over the last 30 years.

The question is why?   Most American's don't seem to stay in their homes.   Homes are waystations for kids going to soccer matches and dates, and parents going to work.   The car port is more important than the "living" rooom, which is usually dead as a doornail.

We build these big airy boxes, then heat and cool them...for whom?

Brilliant on why cars are losers...

...since (BioD) Romm does not like the idea of biofuels from past comments, I suppose he is talking about hybrids, and since hybrids evidently won't do much, and as Romm points out, increased car use will kill most efficiency gains anyway, then his clause,
increased fuel efficiency was (and remains) clearly the best hope for cutting vehicle greenhouse-gas emissions by the year 2025.
is clearly wrong, ipso facto, qed, the best way to cut vehicle emissions is to get them off the roads by instituting a massive program of constructing a decent high-speed rail and city-based public transit system (inhale).

The other most bizarre thing about this post is that he pulls what I consider a typical conservative maneuver, blame the government for something corporations did.  So GM was incredibly stupid, and got some well-meaning help from the government on the way, so it's the government's fault that GM was incredibly stupid.  Does not compute. GM and friends ripped up and destroyed a world-class public transit system after WWII, they've had 30 years to catch up to the Japanese, they've controlled very powerful congressmen during that time, and it's the government's fault (just give them to what's left of their unions, please).

I'm not defending N&S's equally misdirected priority on breakthrough R&D, but Romm seems to be on even shakier ground because he won't even admit that public investment is a clearly reasonable alternative.

Agree 100%.  When was the last time the government labs invented a technology that was truly transformational?

Instead of spending billions on largely wasted R&D efforts in search of some magic bullet technology, the government should simply use its purchasing power on real actions today.  One simple step would be the government purchase of green electricity (e.g. non-hydro renewables or energy efficiency upgrades) for all its activities.  I believe the national government is the single largest purchaser of electricity in the country and its influence would be substantial.  

Likewise, the national government could replace its vehicle fleets (e.g. postal vehicles) with zero-emitting options (with an emphasis on non-motorised options).

Now that would be transformational.

The internet? Turned loose on the free market it has become what we see today. Telecommuting via this media has probably greatly reduced liquid fuel consumption, although expanded computer production, brought prices down ...

Just saying ...the government has its role and it should stick to it.

Good point there BioD and I actually liked what Mr. Romm wrote.  I'd be careful about accusing him (or me) of being a conservative - since by definition a conservative leans LESS government regulation.  We want MORE.  Look at what California is doing, for goodness sake, regulating everything they can.

BTW, government / private inventions include the Internet, Mylar, carbon fiber, radar, and much more than you give credit.  Some products, such as flourinated plastics for gasoline cans, were invented by universities with hefty federal funding.

Some of the failures you talk about, like the ZEV mandate (all-electric vehicle) were not a result of technology itself, but because of litigation.  It seems that "extreme Greens" only like the litigation that goes there way, such as affirmation that EPA could and should regulate CO2 as a pollutant (US Sup. Ct.).  

So good job Joe Romm and please keep writing for the Grist.

I guess public investment...

...is considered more "left" (opposite of conservative?) than regulation...I'm not saying Romm is conservative, and I very much enjoy his posts, but I stand by my criticism his use of GM to criticize governmental R&D.

Lemme see here ...

I think I can see your point Jon, that GM made horrendously poor business decisions over the years including about anything except for the "flex fuel" vehicle - and we all have our opinions (many times negative) about ethanol or methanol powered vehicles. But putting it together the argument seems weird, like public investment is good even though companies like GM blew a billion in public investment.  So that's bad for GM and good for the government?  Seems like the deal blew up in everyone's faces and all are to blame, a Pogo Moment.  But forgive me, I'm rather like that 'Columbo' TV figure, Peter Faulk.  

I've worked with many EPA folks and dealt with NREL over the years and I want to say staff was always a joy to work with - in the Texas air program and as a consultant.  But the way the management treated those folks at EPA and NREL on the budget was nothing short of a ... no it maybe wasn't an outright conspiracy but it was bad, bad, bad.

I appreciate that you have real on-the-ground experience with this stuff.  Blowing a billion, particularly on GM is bad, no doubt there is plenty of blame to go around.  But venture capitalists blow billions all the time -- an untold amount in the dot com bubble -- and we don't use it to condemn markets.  Let 100 flowers bloom -- and to steal a line, it's pretty foggy out there, but we have to go on anyway.

Good point, the future, not the past

You're right, it is the future that matters.  Given the burn rate and brain-drain from leading agencies such as NREL, EPA, and NOAA perhaps a new paradigm is in order, a new way of leveraging public funds for the public good.  That would be an interesting topic for a Grist entry.  

But I think we seem to agree that waiting for future technology, which might or might not materialize, is a very dangerous course.  We need results today.  

What is happening is truly starting.  Even in spite of 25 years of regulation, emissions are expected to go up simply because of population growth, which would offset any reductions achieved in the past.  Putting my "mobile source hat" on, it can be explained that even with clean technology, there will be so many more cars and trucks on the road that net emission would break through and actually increase relative to 1990 and 1970 baselines.  

Interestingly, tis "tipping point" could be very close to when peak oil could happen.  Umm, no, that's not a good thing, it means two bad things at once.  It could paralyze our economy as we know it today.  That's why we need some planning, engineering, and funding.

As to other tipping points, I'm celebrating Happy Hour.

The internet was not developed by the US national labs.  The credit belongs to Tim Berners-Lee and Robert Calliu who were working at CERN in Switzerland at the time.

...look here for the wiki, universities were really the main developer of the internet, as well as browsers, and then berners-lee developed html and http, not the actual protocols nor got anywhere near the physical network...the internet is a very good example of government, corporations, small companies, universities and individuals all working together over a long period of time to put something together that lots of people got very rich from...and that we are using as we type.

Hybrids are valueless, ad so are NiMH batteries

  The traditional non-plug-in hybrid has accomplished practically none of the goals originally claimed by those in government who
taxed the many to subsidize the few who bought them. GM followed the non-hybrid path and chose fuel cells because of the federal government
"experts" who were telling everyone that we were inexorably headed for a "hydrogen economy."
They recently said the reason they didn't pursue a Chevy VOLT type electric car with range extender was because of the stupid way the California Zero Emission law was written - it aimed for the home run when the technology simply wasn't there. California and its hysterical and arrogant arrempt to decarbonize their electricity
is a perfect example of ignorant government officials spending billions on crappy technology way too soon. Windmills and photovoltaic will be the big losers as alternative energy sources, that's becoming abundently clear from the recent
events with solar thermal ala Ausra's contrcats with CA and Florida. And nuclear will produce 40 times as much carbon-free electricity as wind and at a build cost  10 times cheaper.  I might also add that California's electricity produces more carbon than South CArolina and costs 60% more.  I note CA generating producers spewing almost 700 pounds of carbon for every megawatt they produce and also observe Vermont producing 5 (!!!!) pounds per megawatt.
Yeah, right California - keep making loud noises about how low your emissions are.
